The Demise of the 28-Clause Peace Proposal for Ukraine: How Peace Negotiations Continue to Stumble

Europe felt a moment of respite on Monday, as the diplomatic emergency sparked by the announcement of a new comprehensive peace framework for resolving the conflict appeared – momentarily – to have been stabilised. A American diplomat spoke of "substantial progress" after diplomatic discussions in Geneva. On Monday night, Russian leadership made its response: an extensive attack of rocket attacks on Kyiv.

The Rhythm of Peace Talks and Military Action

The sequence of contrasting events captured the grim essence of the current period. By day, diplomatic battles are conducted: hopeful statements are delivered from different nations. Considerable effort is allocated on managing certain initiatives. By night, Moscow clearly shows the world that, for them, war remains the key method for achieving "resolution".

Nighttime Reality

As Russia's attack developed into the early hours of Tuesday, the present situation of Ukraine's defenselessness was revealed. Ukraine is equipped to monitor rocket firings from enemy soil, a ability enabled by up-to-date information. From observation points, Ukrainian air force fighter jets that had been scrambled to engage hostile aerial threats flew past – modern combat jets provided to Ukraine by Western partners.

Shortly after, Kyiv's air-defence systems activated: defensive missiles targeted at a incoming threat. This was a sophisticated defense system at work, probably provided by partner states. Every deployment shakes the surroundings, causing tremors. The moment of terror quickly becomes sober acceptance: maybe the approaching threat won't hit its mark this time, protecting urban areas from devastation and another blackout.

Ongoing Risks

Soon after, a automatic firearm fired at a unmanned aircraft somewhere nearby, part of a rapid response unit – most likely Western-made equipment. Unfortunately, the shots failed to hit the enemy aircraft – it maintained course toward its destination.

With pauses, this carried on until dawn. Kyiv greeted the morning news: seven people killed, devastation and utility failures in many homes as a result of the nocturnal offensive. As customarily, everyone still maintained normal activities – experiencing conflict. But those entire period demonstrated Ukraine's essential dependence on international aid – a reliance that regional partners are clearly incapable to substitute in the short term.

Unsuccessful Negotiations

The comprehensive proposal from American leadership generated strong feelings, controversy and serious worry – and briefly redirected concern from Ukraine's largest corruption scandal in years. Yet, we have witnessed similar scenarios, after earlier high-level meetings and international summits.

Every new proposal from American administration adheres to the identical sequence: a negotiation push against Ukraine, which Kyiv, with partner nations, succeeds in resisting. They contain the crisis but never actually secure success. This cycle will, undoubtedly, continue.

Tactical Assessments

It is convenient to criticize particular leaders of consistently pushing Moscow's conditions. But that does not seem to be the entire situation. Washington functions according to a assumption familiar among seasoned negotiators: you cannot secure via talks what you have been unable to protect through force. The American government assumes that it is unrealistic to compel Moscow to surrender the territory that it already controls in Ukraine's south or east.

The issue is that while acknowledging this situation, American administration does little to discourage Russia, through statements or actions, from assuming that the current condition will not shift further in its favour in the months ahead.

Conflicting Perspectives

Therefore, Russian leadership is certain that duration works to their advantage – that Ukraine and its partners are nearing depletion. Their motivation to sign a deal that does not give them the greatest potential benefit is virtually nonexistent. There may be numerous efforts to end hostilities, but they will carry on as long as Russia's leadership remains completely certain in the outcome.

On the contrary, Kyiv believes that Ukraine can still hold out, slowly losing lives and land but preventing a complete military breakdown until circumstances change in its advantage.

Current Realities

Realistically, there are no genuine requirements for a ceasefire. Now, personal considerations are coming into play: leadership ambitions to broker a ceasefire and achieve global acclaim, and Ukrainian leadership's twin challenges – on one hand, not to alienate a key ally, and on the other, to mobilize citizens around the country's interests against any plan Kyiv finds unsuitable, so that their focus does not switch to domestic problems. And although their task will now be significantly challenging after current events, it remains very improbable that this will alter their fundamental strategy.

These opposing factors are influencing discussions.

Conclusion and Outlook

It took a just a single week to kill the suggested clauses of the latest plan. Forceful and unpredictable management of the matter by US administration, opposition by Ukraine and the other European countries, along with calming attempts of negotiators, and finally, current information leaks, all did their job.

While new plans based on established approaches are forthcoming, Kyiv, London and other Western governments should arrive at a critical understanding: Ukraine and Europe will only be able to counter political attacks from Washington that are founded on Moscow's terms and reflect certain reluctance to modify developments, if they maintain solidarity and strengthen their defence capabilities at a significantly accelerated rate. If they do, neither external pressure nor military threats will be able to break them. In the meantime, Ukraine's capacity to repel nightly air assaults will, for the predictable period, mainly require ongoing international assistance.
